BASIC TRAINING CURRICULUM FOR POLICE CADETS OF THE BORDER POLICE OF BOSNIA AND HERZEGOVINA – LEVEL II

Basic training curriculum for the Border Police of Bosnia and Herzegovina – Level II, has been aligned with the Common Core Curriculum for Border and Coast Guard Basic Training in the EU, produced by Frontex (Common Core Curriculum 2017).

The 21 week curriculum for the Border Police is made up of 851 lessons /work hours. The teaching process is designed in the following way:

 

INTRODUCTION TO TRAINING, LOGISTICS AND ADMINISTRATION

  • On the first two working days students get acquainted with their new environment, lecturers/instructors and other professionals who take part in the training programme. They learn about the curriculum, implementation phases, performance standards and class organization according to AEPTM by-laws, and fill out and sign the required forms.

 

PHASE I: THEORY CLASSES AND PRACTICE SESSIONS

  • (531 lessons) – The Curriculum is implemented through 17 school subjects by the Agency for Education and Professional Training:
  1. 1 Police powers and ethics
  • Laws and by-laws governing the exercise of police powers,
  • Laws and by-laws governing the use of force,
  • Ethical codes and professional standards that police officers have to abide by in the performance of their duties,
  • National procedures for maintaining and collecting accurate and timely records in case of detention and arrest,
  • Search of persons, vehicles and objects in accordance with national laws on the basis of respect for human rights,
  • Profiling methodology,
  • Exercise of police powers by applying safety tactical procedures in accordance with national laws and by-laws,
  • Reporting breaches and violations within law enforcement agencies of BiH,
  • Managing or solving predictable conflicts according to relevants laws, policies, rules and procedures in the performance of duties of police officers, etc.
  1. 2      Firearm handling and shooting skills
  • Legislation, specific rules and principles of safe firearm handling,
  • Use of firearms in accordance with laws, safety procedures and selection of proper tactics, etc.
  1. 3 Tactics of criminal investigation
  • Importance and role of tactics of criminal investigation in detecting, investigating and evidence providing procedures,
  • Activities of the ciminal investigation tactics: general, evidence providing and special investigation activities,
  • Criminal investigation measures and activities of cognitive and evidential type according to positive legislation in BiH and other criminal justice procedures.
  1. 4 Criminal investigation techniques
  • Methods and techniques for finding, collecting, recording and taking away trace evidence at the (crime) scene and methods and techniques of criminal identification and registration,
  • Use of proper working techniques in carrying out tasks and solving problems during examination and establishment of facts with a special emphasis on finding, collecting, recording and taking away trace evidence at the (crime) scene,
  • Use of proper working techniques while carrying out criminal identification and registration,
  • Selection and implementation of relevant crime investigation methods in detecting and proving crimes, etc.
  1. 5 Methods of criminal investigation
  • Importance and role of criminal investigation methods in detecting and solving crimes,
  • Application of criminal investigation measures and activities to detect and reconstruct crimes in accordance with positive legislation in BiH and other rules and procedures of criminalistics, etc.
  1. 6 Road traffic safety and vehicle steering
  • National, EU and international road traffic safety legislation,
  • Describe relevant issues in road traffic safety,
  • Vehicle identification, various types of driving permits,
  • Patrolling,
  • Operating a police vehicle and other technology and equipment in the performance of police duties,
  • Assessment of situation and selective application of driving tactics and technique  in a police chase or in emergency driving situations following the safety provisions at the operational level.
  1. 7 Special physical education
  • Use-od-force and self-defence techniques,
  • Implementation of safety and first-aid procedures in tactical operations of law enforcement officers in BiH in line with positive legislation and other rules and procedures,
  • Profiling methodology
  • Solving predictable situations by using tactical procedures in line with positive legislation and other rules and procedures.
  1. 8 Physical culture and first aid
  • Police rescue procedures in line with relevant laws, policies, rules and procedures of law enforcement officers in Bosnia and Herzegovina,
  • Sports activities to improve and maintain physical fitness  and their impact on health and wellness of law enforcement officers in Bosnia and Herzegovina,
  • Protective workplace safety, health, hygiene and self-protection standards, etc.
  1. 9 Criminal psychology
  • Professional standards, methods and techniques to manage behaviour of a person or group of persons,
  • Efficient communication with individuals and groups in predictable situations that police officers are faced with,
  • Managing or solving predictable conflict situations in accordance with relevant laws, policies, rules and procedures in the performance of police duties,
  • Identifying security risks and threats during border control on the basis of indicators and factors  that make a person or group of persons anxious, irritated, angry, etc.
  1. 10 Constitutional organization and state administration system
  • Key principles of constitutional organization and state administration system as stipulated by national laws.
  1. 11 Criminal law
  • Key principles of criminal law as stipulated by national legislation,
  • Implementation of legal provisions relating to regular tasks and duties of the police officer of BiH.
  1. 12 Misdemeanour law
  • Key principles of misdemenour law  as stipulated by national legislation,
  • Implementation of provisions stipulated by misdemeanour law relating to regular tasks and duties of police officers in BiH.
  1. 13  Criminal procedure law
  • Key principles of criminal procedure law as stipulated by national legislation,
  • Criminal procedure principles relating to the investigation of criminal offences in the context of performance of duties of police officers in BiH,
  • Implementation of provisions that are specified in criminal procedure laws relating to regular tasks and duties of police officers in BiH.
  1. 14 Human rights
  • Key provisions of fundamental rights as stipulated by national, EU and international legislation and policies relating to regular activities of police officers in BiH,
  • Ethical codes, values and binding professional standards concerning the protection of human rights and prevention of violations in the conext of duties of police officers of BiH,
  • Key processes, rules and procedures for interaction with relevant agencies, authorities and organizations in the context of basic duties of BiH police officers in the protection of human rights,
  • Specific ethical codes, values and professional standards that are applied when BiH police officers deal with people of different cultures, religions and ethnic backgrounds.
  1. 15 Informatics and communication
  • Specific information and data management systems, with procedures for filling out forms, etc.,
  • Monitoring information exchange protocols in keeping with standards of confidentiality, security and data protection,
  • Handling telecommunication and IT equipment and interpreting results,
  • Correspondence.
  1. 16 English language
  • Communication in English in the performance of police duties
  1. 17 Police management
  • Basic principles of police management.

PHASE II: SITUATIONAL CLASSES

The second phase of the educational process is situation-based learning, which is implemented in the form of five studies consisting of 120 lessons (four weeks):

  1. 1. Supervision of the investigation, criminal intelligence and risk analysis
  • Gain knowledge and acquire skills required for carrying out duties and tasks of supervising the investigation, criminal intelligence and risk analysis in a professional, legal and safe manner.
  1. 2 Supervision of border checks
  • Gain knowledge and acquire skills required for carrying out duties and tasks (border checks) at the first and second line check and state border surveillance in a professional, legal and safe manner,  in compliance with national procedures and international conventions governing this matter.
  1. Border supervision with a special emphasis on illegal migration and massive influx of migrants
  • Gain knowledge and acquire skills required for carrying out supervision of border in a professional, legal and safe manner,  in compliance with national procedures and international conventions governing this matter.
  1. ​4 Airport security supervision
  • Gain knowledge and acquire skills required for carrying out duties and tasks of ensuring airport security in a professional, legal and safe manner,  in compliance with national procedures and international conventions governing this matter.
  1. 5. Use of force in the context of state border protection
  • Gain knowledge and acquire skills required for carrying out duties and tasks (police power – use of force) at the first and second line check and state border supervision in a professional, legal and safe manner,  in compliance with national procedures and international conventions governing this matter.

The situational classes are conducted by the Agency for Education and Professional Training and Border Police on the premises of the Agency.

PHASE III: PRACTICAL JOB READINESS TRAINING

  • 160  lessons/work hours divided in two phases:
  1. Theory classes: 96 lessons conducted by the Border Police of BiH on the Agency's premises; the teaching process is implemented simultaneously with the first phase of the educational process,
  2. Practice sessions, 64 lessons conducted by the Border Police of BiH in its organizational units simuultaneously with the second phase of the educational process.

FINAL EXAMINATION AND CLOSING CEREMONY

  • Having fully completed all required tasks  and duties specified in the curriculum, the cadets will take the final examination. Those who have successfully passed the final examination  will  receive a certificate confirming the basic training at the closing ceremony.

Program temeljne obuke kadeta Direkcije za koordinaciju policijskih tijela BiH – druga razina, izvodi se u trajanju od 17 tjedana, tijekom kojih se realizira 808 nastavnih i radnih sati, podijeljenih u tri nastavne faze:

1. teorijska nastava sa praktičnim vježbama,

2. stručno-operativna obuka i

3. situacijska nastava i polaganje završnog ispita.

Nastavni plan i program realizira se kroz 17 nastavnih predmeta:

2. Rukovanje naoružanjem i vještina gađanja

3. Kriminalistička taktika

4. Kriminalistička tehnika

5. Kriminalistička metodika

6. Sigurnost prometa i upravljanje policijskim vozilom

8. Tjelesna kultura i prva pomoć

9. Kriminalistička psihologija

10. Ustavno uređenje i sustav državne uprave

11. Kazneno pravo

12. Prekršajno pravo

13. Kazneno-postupovno pravo

14. Ljudska prava

15. Informatika i komunikacije

16. Engleski jezik

17. Nadležnost i poslovi Direkcije za koordinaciju policijskih tijela BiH

 

Kadeti koji su uspješno završili obuku koncipiranu kroz tri nastavne faze, pristupaju polaganju završnoga ispita.

Polaznicima obuke koji s uspjehom polože završni ispit Agencija izdaje Uvjerenje (certifikat) o završenoj temeljnoj obuci kadeta Direkcije za koordinaciju policijskih tijela BiH – druga razina. Na taj je način polaznik ispunio uvjete za dodjelu čina „MLAĐI INSPEKTOR“.

Program temeljne obuke kadeta Državne agencije za istrage i zaštitu – druga razina, izvodi se u trajanju od četiri mjeseca (17 tjedana) tijekom kojih se realizira 745 nastavnih sati, podijeljenih u dvije nastavne faze:

1. teorijska nastava sa praktičnim vježbama i

2. situacijska nastava.

Nastavni plan i program realizira se kroz 17 nastavnih predmeta:
